Saudi Arabia and the Netherlands have signed a number of agreements and memoranda of understanding between entities of the Environment, Water and Agriculture system and several Saudi and Dutch companies, with investments exceeding 428 million Saudi Riyals. These agreements aim to develop and localize advanced technologies in environmental, water, and agricultural fields.
The Saudi Deputy Minister of Environment, Water and Agriculture, Mansour bin Hilal Al-Mushaiti, signed these agreements during his visit to the Kingdom of the Netherlands from June 10 to 12, 2025, in the presence of several leaders from the system and both government and private sectors.
The signing included a memorandum of understanding between the National Program for the Development of the Livestock and Fisheries Sector and the Dutch company "Veg Guard" to establish cooperation for localizing research to combat livestock diseases. Also signed were memoranda of understanding between the National Center for Sustainable Agriculture Research and Development, the Dutch Greenhouse Alliance, the Dutch company HOOGENDOORN, Hudson River Biotechnology, and Wageningen University in the Netherlands. These aim to launch initiatives in technology and agricultural research, establish partnerships for capacity building in agricultural innovation, greenhouse farming solutions, and green biotechnology, according to the Saudi Press Agency (SPA).
The partnerships included signing a memorandum of understanding between the National Agricultural Services Company and the company "Delphy" to support agricultural innovation, memoranda between the Makkah Region Development Authority and projects of "Van der Hoeven" for protected agriculture and horticulture, and "Horizon 11" for transferring and localizing biotechnology. Another memorandum was signed between Al Yassin Agricultural Company and the "Koppert Company Trials Center" to establish a partnership worth up to one million euros to enhance biotechnologies in pest control and crop protection.
Additionally, a memorandum of understanding was signed between the Saudi Company for Greenhouse Management and Agricultural Marketing and the companies "Plantae and Certhon" aimed at investing in localizing innovations in the agricultural sector. Another memorandum was signed between "Laha Trading and Agricultural Investment Group" and the Dutch Royal HZPC Group, and the "Jal Desert Potato Production Factory" with investments exceeding 76 million Riyals. This is aimed at enhancing potato farming productivity in the Kingdom, along with establishing a factory for producing fried potatoes equipped with the latest processing technologies.
Moreover, six memoranda of understanding were signed between Dafa Agricultural Company and several specialized companies in the fields of vegetables, fruits, fertilizers, greenhouses, and software supply projects, with investments exceeding 292 million Riyals.
It is worth noting that this visit comes within the framework of the plans and vision of the Ministry of Environment, Water and Agriculture to strengthen the Saudi agricultural sector's global competitiveness, expand the production and export of local agricultural products, increase the volume of trade exchange between Saudi Arabia and the Netherlands, and enhance international partnerships, in line with the Kingdom's Vision 2030 goals.
